CEQA Compliance Statement

Generating the list of SB1 funded projects is not a project subject to CEQA.  As the projects are developed, each will be assessed regarding CEQA requirements prior to construction.

 

BACKGROUND

On April 28, 2017, the Governor signed Senate Bill 1 (SB1), Road Repair and Accountability Act of 2017, to address transportation funding shortfalls statewide. SB I established a Road Maintenance and Rehabilitation Account (RMRA) in the State Transportation Fund.  Beginning in January 2018, the State Controller deposited funds generated from increased fuel taxes and vehicle registration fees into the RMRA.  A portion of the RMRA funds are distributed on a monthly basis to the City for basic road maintenance, rehabilitation and critical safety projects on local streets and road systems.  In Fiscal Year 2019/20, the City of San Pablo is estimated to receive $522,916 from the newly created RMRA. 

 

Previously, in Fiscal Year 2018-19, the City of San Pablo received approximately $550,870 of SB1 funds.  The following streets were rehabilitated in part with the use of these SB1 funds:  Market Street (from 23rd Street to Church Lane), Road 20 (from El Portal to Abella Circle), and Mission Bell Drive (from El Portal to College Lane). 

 

SB1 emphasizes the importance of accountability and transparency in the delivery of California’s transportation programs. In order to be eligible for RMRA funding in this year, the City must adopt a resolution approving the list of projects to receive RMRA funding in Fiscal Year 2019/20. Staff recommends that the funding be applied towards the Dover Avenue Pavement Rehabilitation Project.

 

In 2017, the City received Pavement Management Technical Assistance Program (P-TAP) grant funding, managed by the Metropolitan Transportation Commission (MTC). Under P-TAP, MTC contracts with qualified consulting firms to provide assistance to Bay Area jurisdictions for eligible pavement projects.  MTC then assigns a consultant to each awarded jurisdiction and the consulting firm works with the jurisdiction to draft a comprehensive report on the conditions of pavement of the street within the jurisdiction.

 

Staff reviewed the P-TAP report completed in 2018 for San Pablo and selected streets to be rehabilitated based on pavement condition index (PCI), street functionality (collector vs arterial) and public safety factors.  The Dover Avenue Pavement Rehabilitation Project will include the following street segments:

 

1.                     Dover Avenue, from 17th Street to 23rd Street

2.                     Rheem Avenue, from San Pablo Ave to 36th Street

3.                     Tyler Street, from Dover Avenue to Davis Park

4.                     Bush Street, from Rumrill Blvd. to 17th Street

 

The project will include base repairs (digouts), slurry seals, grinding and overlay.  City staff estimates starting the design phase in fall 2019, advertising the project in winter 2020 and awarding and completing the project in summer 2020.  The useful life of the project is estimated to be 7-10 years for slurry seals and about 20-25 years for overlays.

 

In order to meet the SB1 funding requirements for Fiscal Year 2019/20, City staff will submit to the California Transportation Commission the proposed project and adopted resolution once approved.

 

FISCAL IMPACT

City approval of the required Project List puts the City in a position to receive all available revenues.  The City is estimated to receive $522,916 in SB1 revenue for Fiscal Year 2019/20.  The estimated cost of the total project is $1,150,000.  City staff will return to City Council to appropriate SB1 and other funding sources when the Dover Avenue Pavement Rehabilitation Project is awarded to the selected contractor to cover the cost of the project.
