BACKGROUND

On March 4, 2019, on a motion made by Mayor Kinney, the City Council approved by majority vote to direct the City Manager to agendize for City Council review and discussion a newly proposed 2019 Mayor/City Council Speech Challenge Program for local San Pablo students to be placed on the next regular agenda for City Council discussion.

 

The proposed program being discussed for potential approval by the City Council this evening meets the following adopted policy goal as referenced in the adopted FY 2019-21 Council Adopted Workplan, as follows:

Proposed General Program Outline (DRAFT)

Attached to this agenda report is a DRAFT General Program outline for the proposed 2019 Mayor/City Council Speech Challenge Program for City Council discussion and review.  There is no formal staff presentation or recommendation on this agenda item.  

 

Mayor Kinney, who has initiated this program concept by motion at the March 4, 2019 City Council meeting, will provide the proposed program concept and overview to the City Council based on the DRAFT General Program Outline attached.  Additionally, to date, the City Manager and designated staff have not had any preliminary contact with WCCUSD representatives at any local San Pablo schools since this program has not been officially adopted by the City Council. 

 

Mayor Kinney may provide an update to the City Council on any preliminary communications about the proposed program with WCCUSD officials to date, and including but not limited to, any revised changes to the DRAFT General Program outline presented as last minute agenda correspondence due to internal agenda planning deadlines.

 

Temporary Ad-Hoc SubCommittee

Per the DRAFT General Program Outline, a temporary ad-hoc subcommittee is being recommended to ensure program coordination and implementation with WCCUSD officials.  The Mayor makes all recommendations concerning City Council assignments which are approved by majority vote of the City Council pursuant to San Pablo Municipal Code (SMPC) section 2.16.070.

 

FISCAL IMPACT

No staff resources have been allocated at this time, nor are there funds allocated or staffing support services earmarked for program implementation in the adopted 4-year General Fund Quadrennial Budget.

 

If the program is directed by majority vote for program implementation, there is a minimal cost for certificate supplies for future City Council recognition of local students which may cost less than < $100 during FY 2018/19.
