BACKGROUND
On May 21, 2018, the City Council approved the amendment of the Safety Commission By-Laws authorizing non-resident business owners to serve on the Commission and to authorize current non-resident, non-property/business owner Commissioner Fred Reichelt to remain on the Safety Commission to ensure a quorum for the transaction of business until new commissioners are appointed by the City Council.

As reported on May 21, 2018, in 2016, a vacancy on the Commission occurred due to the passing of one of the Commissioners. Since that time, a vacancy notice has been posted. Since that time, additional current Commissioners' terms have expired, which include M. Khan and Paula Edmonson James, resulting in a total of four (4) vacancies that require City Council review, consideration and formal appointment at this time.

At time of agenda preparation deadline, the City Clerk's Office has received the following applications:
M. Khan (San Pablo resident)
Vicky Chong (hotel manager)
Paula Edmonson James (San Pablo resident)
Alex Abraham (business owner)
Joseph Wong (business owner)

During the Special City Council meeting, the City Manager will discuss the procedures for official interviews and formal appointments to the Commission. The City Council can make the following four (4) appointments by majority vote via resolution, as follows:

* Two Appointments (Resident Representative); and
* Two Appointments (Business/Non-Resident Representative)
