The Workplan to be approved with this item (FY2019-21 City Council Priority Workplan) will replace the prior City Council FY2018-21 Workplan, effective November 1, 2017.  Upon City Council approval, the FY2019-21 Workplan becomes effective March 1, 2019.

BACKGROUND

The City Council Priority Workplan (Workplan) is an annual policy making document established by majority vote of the City Council for purposes of providing policy direction for implementation by the City Manager, effective July 1st of each FY period.  Once adopted, the City Manager directs all City resources and staffing toward adopted policy areas/items.  Periodic amendments are made following adoption throughout the FY period.  The Workplan consists the following policy components and subsequent City Council action by unanimous minute action vote on November 1, 2017, as follows:

Summary of City Council Strategic Planning/Workplan Update Workshop

On February 11, 2019, the City Council held a Workshop under a Special City Council Meeting format to discuss and develop a Strategic Plan and Priority Workplan Update to cover the period of FY 2019-21. The City Council hired Patrick Ibarra of The Mejorando Group to facilitate the workshop.  

 

During the Workshop, the City Council covered the following items:

 

1.                     Overview of meeting agenda and desired results

2.                     Identify and discuss benefits from Good Government

3.                     Enhancing Credibility as a Governing Body

4.                     Refresher on the Form of Government

5.                     Presentation of ELG Recommended Priorities

6.                     City Council Hot Topics Discussion

7.                     Strategic Plan Discussion

 

City Council Top Priorities Established for FY 2019-21

At the end of the Workshop on February 11th, the City Manager was directed by unanimous minute action vote to prepare a Final Workplan document to include the following Top City Council priorities (in alphabetical order), and corresponding policy items as presented by the Executive Leadership Group for final City Council review and consideration, as follows:

 

1.                     Build a Healthy Community

2.                     Enhance Community Resilience

3.                     Expand Housing Options

4.                     Focus on Economic Development and Diversification

5.                     Improve Public Safety

 

Following City Council deliberation, the following policy items were also included into the Final Workplan document by unanimous minute action vote, which include the following additional policy items under City Council Top Priorities #1 and #3 categories, as follows:

 

1.                      Build A Healthy Community:

 

                     Continue development of Multi-Ethnic Diversity and Awareness in City programs and services

                     Foster college and career readiness, education, youth leadership, and City/Contra Costa College/WCCUSD partnerships

 

2.                     Expand Housing Options:

 

                     Expand/explore affordable housing programs (i.e. first-time homebuyer program; technical careers, veterans, etc.)

 

Final Workplan Update

The Final Workplan, as directed by majority vote by City Council at their February 11, 2019 workshop, is attached this evening for final City Council review and adoption (see attachment).  Upon favorable review, the City Manager recommends the City Council adopt said Resolution to enable the Final Workplan to become effective March 1, 2019.

 

Note:  A corresponding redlined version of the previous adopted Workplan (November 1, 2019 version) is included to illustrate all policy items which have been deleted from the Final Workplan document being presented for City Council approval as noted above.  These deleted items have been deemed by the City Manager as administrative or operational in nature, and/or programmed annually by the City (see attachment).  Therefore, in doing so, a Final Workplan document is being adopted which is much more concise, efficient and optimum for policy implementation.

 

FISCAL IMPACT

None associated with this report, although implementation of any of the specific policy items may have a fiscal impact.
