The Street Lighting and Landscape Assessment District provides funding for Infrastructure: Park and Median Island Maintenance, which is an adopted policy item under the FY 2018-21 City Council Adopted Priority Workplan effective November 1, 2017 and revised June 18, 2018.

 

CEQA Compliance Statement

The creation of funding mechanisms is typically not defined as projects under the California Environmental Quality Act (CEQA) pursuant to 14 Cal. Code of Regulations section 15378(b)(4) and further the work to be done pursuant to this funding mechanism is categorically exempt under CEQA pursuant to section 15301 for the operation and maintenance and repair of existing facilities and structures, including landscaping and street infrastructure.

 

BACKGROUND

Street Lighting and Landscape Assessment District No. 1982-1 provides funding for servicing and maintenance of street lighting, landscaping, parks and public facilities including City Hall and the Senior Center. Each year, the City is required to have an Engineer’s Report prepared and filed with the County in order to collect the assessments.  The engineering firm of LCC Engineering & Surveying, Inc. (LCC) has provided these services since the formation of the assessment district in 1982.  This resolution initiates the preparation of the Engineer’s Report for Fiscal Year 2019/20.

 

In FY 2018/19, planned new improvements or substantial changes included:

                     El Portal Urban Greening Landscape Project

                     Plumbing repairs at Davis Park

                     Renovation of interior Senior Center reception area

                     Exterior paint maintenance of the Senior Center

                     Median island improvements

                     Street tree maintenance/trimming

 

 

 

In FY 2019/20, new improvements or substantial changes include:

                     

                     Wildcat Creek Greenway Trail development behind Plaza San Pablo

                     Irrigation installation for Urban Forestry Project at Wanlass Park

                     Replacement of picnic tables at Rumrill Park

                     Landscape improvements at Davis and Rumrill Parks and Community Center

                     Median island improvements

                     Street tree maintenance/trimming

 

LCC has submitted a proposal to perform engineering services necessary to prepare an Engineer’s Report pursuant to the provisions of the Landscaping and Lighting Act of 1972 and Article XIIID of the State Constitution (Proposition 218), for continuation of the existing San Pablo Street Lighting and Landscaping Assessment District No. 1982-1 for Fiscal Year 2019/20.  The cost of these engineering services is on a time and materials basis, with a total fee not to exceed $18,691.

 

LCC has provided excellent service to the City since the formation of the assessment district in 1982. It is because of the firm’s familiarity with this assessment district and the particular services required and their unique expertise that staff recommends continued use of their services without seeking proposals from other firms. Staff is confident that the quoted price is reasonable and the costs would be significantly higher for another firm to familiarize itself with this Assessment District, given LCC involvement since it was formed in 1982.  Thus, staff believes that it is not in the City’s best interest to solicit proposals for this work and not necessary to guard against favoritism, improvidence, extravagance, fraud, corruption, or the waste of public funds.  Thus, staff is recommending that a contract be approved and that the Assessment District Engineer be directed to proceed with the preparation of the Engineer’s Report for San Pablo Street Lighting and Landscaping Assessment District No. 1982-1.

 

ISCAL IMPACT

The cost of this service contract is based on time and materials with a total fee not to exceed $18,691. Funding for the cost of the contract with LCC is budgeted within the FY 2018/21 City of San Pablo Street Lighting and Landscape Assessment District budget (237-3610-43600).
