BACKGROUND
Childhood Obesity Prevention Advisory Group
On July 2, 2018, City Council adopted Resolution 2018-100 authorizing the formation of a new 5-member Childhood Obesity Prevention Advisory Group (Advisory Group) under the general guidelines, as follows:
• Purpose/Role: Assist City staff with annual RFQ/RFP evaluation, advise regarding contract and program administration with childhood obesity prevention contract services; make appropriate recommendations in collaboration with City staff to the City Council for contract award; and meet to share information on the City’s city-wide childhood obesity prevention activities, contract services, programs and services on a periodic as-needed basis.
• Meeting Frequency: Quarterly meetings and, as needed, due to operational and program administration requirements.
• Term: 1- and 2-year staggered terms: 1-year term for community/general public appointments, and 2-year term for community organizations.
• Department/Staff Liaison: Community Services Department/Recreation Division staff for contract and program administration. Staffing support services may be revised to meet City budget or operational requirements as determined by the City Manager.
• Ralph M. Brown Act: The Advisory Group is subject to public noticing and open meeting requirements under Ralph M. Brown Act.
Revisions to Composition Eligibility for COPAG Appointment
On October 1, 2018 the City Council changed the composition of the membership to facilitate eligible applicants for formal appointment by the City Council, as follows:
• Composition: five total members, three of which are appointed from the former COPTF affiliated organizations and two of which are appointed from the community/general public. All community/general public appointments must meet a San Pablo residency requirement.
On October 1, 2018, Mayra Lopez was one of two appointed to a two-year term; however, on February 13, 2019, Ms. Lopez tendered her resignation from the Advisory Group, leaving two (2) community organization affiliation vacancies.
Eligible Applicant for City Council Appointment Consideration
On February 21, 2019, the City Clerk’s Office received an application from Tiffany Bell for City Council consideration. Ms. Bell is a Senior Health Education Specialist with Contra Costa Health Services and therefore meets the community organization affiliation criteria.
City Manager Recommendation
Given the recent resignation of a COPAG member on October 1, 2018, and the recent application received by the City on February 21, 2019, the City Manager recommends the City Council formally appoint Ms. Bell to the COPAG by majority vote (via Resolution) to become effective.
