CEQA Compliance Statement
The installation of one (1) dual-port electric vehicle charging station is categorically exempt under the California Environmental Quality Act (CEQA), Section 15301 and 15303 of the CEQA Guidelines, on the basis that this project is a new accessory structure at an existing site, requiring minor exterior alterations. A Notice of Exemption was filed with the Contra Costa County Clerk on February 7, 2019.

BACKGROUND
Since opening for public usage in February 2014, the two single-port electric vehicle (EV) charging stations located outside of the existing City Hall at 13831 San Pablo Avenue have experienced steadily increasing total usage:

The high daily average utilization of these two single-port EV charging stations demonstrate that these stations no longer meet demand. The Public Works Department identified and secured grant funding from Marin Clean Energy (MCE) through the MCEv Charging Program for $5,000 to purchase and install a new dual-port EV charging station at City Hall (Council Resolution 2019-010). The grant will provide approximately one-third of the cost to purchase and install a new EV charging station at City Hall (13831 San Pablo Avenue).
