Adopt said Resolutions if the City Council elects:  (1) Appoint the single applicant for the Childhood Obesity Prevention Advisory Group; and (2) Appoint the single applicant for the San Pablo Community Foundation Grants Review Committee.

BACKGROUND

Childhood Obesity Prevention Advisory Group

On July 2, 2018, City Council adopted Resolution 2018-100 authorizing the formation of a new 5-member Childhood Obesity Prevention Advisory Group (Advisory Group) under the general guidelines, as follows:

 

                     Purpose/Role:  Assist City staff with annual RFQ/RFP evaluation, contract and program administration with childhood obesity prevention contract services; make appropriate recommendations in collaboration with City staff to the City Council for contract award; and meet to share information on the City’s city-wide childhood obesity prevention activities, contract services, programs and services on a periodic as-needed basis.

 

                     Meeting Frequency: Quarterly meetings and, as needed, due to operational and program administration requirements.

 

                     Term:  1- and 2-year staggered terms: 1-year term for community/general public appointments, and 2-year term for community organizations.  Initially, all Advisory Group appointments will be recommended by current COPTF representatives prior to official transformation, with official appointments approved by formal City Council action.  All subsequent appointments are subject to City Council appointment only. 

 

                     Department/Staff Liaison:  Community Services Department/Recreation Division staff for contract and program administration.  Staffing support services may be revised to meet City budget or operational requirements as determined by the City Manager.

 

                     Ralph M. Brown Act:  The Advisory Group would be subject to public noticing and open meeting requirements under Ralph M. Brown Act.

 

Revisions to Composition Eligibility for COPAG Appointment

On October 1, 2018 the City Council changed the composition of the membership to facilitate eligible applicants for formal appointment by the City Council, as follows:

 

                     Composition:  five total members, three of which are appointed from the former COPTF affiliated organizations and two of which are appointed from the community/general public. All community/general public appointments must meet a San Pablo residency requirement.

 

Eligible Applicant for City Council Appointment Consideration

To date, the City Clerk’s Office has received one (1) application for City Council consideration to fill the 1-year community/general public vacancy on the Advisory Group from former Councilmember Genoveva Garcia Calloway who had served on the prior Childhood Obesity Prevention Task Force which was previously reorganized by adopted Resolution 2018-100 by the City Council.  She meets the eligibility requirement as a San Pablo resident for a community/general public appointment to the Advisory Group. 

 

San Pablo Community Foundation Grants Review Committee

 

Background

On April 4, 2011, by resolution, the City Council established an Annual Community Grant Program for non-profit 501(c)(3) community service organizations to fund special events or program activities which enhance, market or promote civic unity or community services within the San Pablo community. 

 

In 2013, the City Council directed the City Manager to proceed with consolidation of the Annual Community Grant Program and the San Pablo Community Foundation Mini-Grant Program into one City-provided Annual Community Grant Program.  Under one City-provided consolidated grant program, a consolidated grant program combines the previous funding allocations by the City Council and annual corporate contributions.  Subsequently, this policy has been amended by resolution of the City Council, with the last revision occurring on April 21, 2014.

 

On January 22, 2019, pursuant to adopted Resolution #No. 2019-016, Councilmembers Arturo Cruz and Rita Xavier are currently assigned to the 5-member Foundation Grants Review Committee, which also includes City Council approved appointees:  Vicky Chong and Dr. Charlene Harlan-Ogbeide.  There is currently one (1) remaining vacancy on the Foundation Grants Review Committee, and one (1) application has been received from the public from former Mayor/Councilmember Genoveva Garcia Calloway who meets the residency requirement.

 

FISCAL IMPACT

There is no fiscal impact associated with this item.
