CEQA Compliance Statement
Staff evaluation of this work with respect to the California Environmental Quality Act (CEQA) recommends that it be found categorically exempt in accordance with Section 15301 (Class 1) of the CEQA Guidelines, minor alterations to existing public streets, as indicated in the attached proposed CEQA document (Notice of Exemption- see Exhibit B to proposed resolution). The Notice of Exemption was filed and recorded with the Contra Costa County Clerk on November 29, 2018.
BACKGROUND
Grants are available from the Transportation Development Act (TDA) Article 3 for pedestrian and bicycle projects within Contra Costa County. A TDA grant pre-application for crossing enhancements for the Wildcat Creek Trail entry points on Church Lane and Vale Road project was submitted to the Countywide Bicycle Advisory Committee (CBAC) for review. Project details and anticipated costs can be found in the attached TDA grant application (Exhibit B). If selected, staff will attend a field review with the TDA Subcommittee tentatively scheduled for February 2019. Final grant applications are due to Contra Costa County City-County Engineering Advisory Committee (CCEAC) for approval on January 24, 2019 and the approved priority list of projects will be transmitted to MTC in June 2019. The final application for this grant requires adoption of a resolution, including the findings in Exhibit A to the proposed Resolution.
FISCAL IMPACT
Staff seeks City Council authorization to apply for a Transportation Development Act (TDA) Article 3 grant from the Metropolitan Transportation Commission. Therefore, there is no direct fiscal impact other than staff time to prepare the grant application. If awarded, it is anticipated that the City could receive up to $150,000, which will increase revenues in the FY 2019/20 General Fund budget by up to $150,000. Staff also seeks City Council authorization for City Manager to enter into any agreements related to this grant to initiate funding authorization for the project. Staff will return to City Council to accept and appropriate all grant and required matching funds.
