CEQA Compliance Statement

This demolition project is part of the proposed project Wildcat Creek Restoration and Greenway Trail Project (WCC-TRL).  CEQA review was completed in 2013 and it was determined to be categorically exempt in accordance with Sections 15304 and 15333 of the CEQA Guidelines, on the basis that this project involves minor alterations to land and small habitat restoration. 

 

 

BACKGROUND

Project Information

2023 Vale Road consists of two building facilities, a one-story bungalow and two-story medical building.  This portion of the Wildcat Creek Project aims to demolish and abate the approximately 6,900 square foot, one-story bungalow building.  Once demolished, the existing building will make way for a new parking lot, which will be constructed as part of the larger Wildcat Creek Restoration and Greenway Trail Project. 

 

City staff first solicited the services of an environmental consultant who gathered, sampled and tested hazardous materials such asbestos and lead from the existing building.  Staff also prepared the bid documents.  On November 27, 2018, the bid documents were advertised over a three-week period to fulfill this project. 

 

On December 20, 2018, sealed bids were opened and publicly read.  The results of the bids for the subject project are as follows:

The apparent lowest responsive and responsible bidder is Ampco North, Inc. of Anaheim, CA, for $127,094.22.  Staff recommends awarding the contract to Ampco North, Inc.  The 15% contingency amount is approximately $19,064 for a total authorization of $146,158.

 

The City will also involve the services of an environmental consultant to assist monitor the abatement operations. 

 

Construction is anticipated to begin by mid to late February 2019 and be completed by late March 2019.  The demolition project has a 30-calendar day contract.  There will be some inconveniences to the public, as with any other construction project.  Parking will be limited at the medical building parking lot.  Patrons will be encouraged to utilize the public parking spaces located along Vale Road during the demolition operations.  In order to minimize these inconveniences, items such as localized traffic control signs will be implemented during the contract.

FISCAL IMPACT

 

Total cost of this demolition project is $127,094. An additional 15% funding of $19,064 is requested for contingencies, bringing the total authorized spend to $146,158.  Existing funding through Measure WW grant funding is available to cover the contract and contingency amounts as outlined in the table below.
