BACKGROUND
The City Council maintains a list for each Calendar Year of Council Member assignments to City Council Ad Hoc and Standing Committees and Councilmember assignments involving representation to local and regional bodies, organizations, and committees, Joint Powers Authority Board of Directors (in which case the City is an official member), and other quasi-public agencies involving a number of public policy areas, including representation on the San Pablo Economic Development Corporation (SPEDC) in accordance with SPEDC adopted by-laws. Per San Pablo Municipal Code (SPMC) section 2.16.070 and State law, the Mayor makes Council Member assignments subject to majority approval of the City Council. In the case of SPEDC Board representation, the City Council must approve a nomination by majority vote; the appointment is made by majority vote of the SPEDC Board.
League of CA Cities Policy Committee Appointments
For Calendar Year 2019, there are no Council assignments in the list of Mayor and City Council Local and Regional Assignments for CY 2019 that are subject to requirements of SPMC 2.16.070.
Council Standing Committees for CY 2019
On December 21, 2015, the City Council by Resolution created four (4) new City Council Standing Committees subject to requirements of the Ralph M. Brown Act on proper public review and transparency, as follows:
• Budget, Fiscal and Legislative Standing Committee
• Community Services Standing Committee
• Economic Development & Project Management Standing Committee
• Public Safety Standing Committee
Council Temporary Ad-Hoc Subcommittees for CY 2019
During for Calendar Year 2019, Temporary Ad-Hoc Subcommittees may be established by City Council Resolution. Typically, temporary Ad Hoc Subcommittees will be operationally recommended by the City Manager during the course of the year for a specific project or purpose, and are temporary in-nature and meet infrequently. These Ad-Hoc Subcommittees are not subject to requirements under the Ralph M. Brown Act. However, they need to be re-constituted each Calendar Year, with appropriate Council representation.
Annually, as City operational or policy needs arise, the City Council may establish by official City Council action the following temporary Ad Hoc Subcommitee to designate the Mayor and Vice Mayor to represent the City Council with Casino San Pablo/Lytton Tribe representatives under the Municipal Services Agreement if needed, as follows:
• Casino San Pablo/Lytton Tribe Ad Hoc Subcommittee (Mayor/Vice Mayor)
No other temporary Ad Hoc Subcommittees or Councilmember assignments are being recommended at this time by Mayor Kinney per SPMC 2.16.070. The City Council by formal motion and affirmed by majority vote may establish temporary ad hoc subcommittees, and include in the final adopted Resolution.
Mayor Recommendations - Calendar Year 2019
Pursuant to SPMC 2.06.070, and in consultation with the City Manager on January 14-15, 2019, the Mayor has made all recommendations to newly appoint or reaffirm appointments of individual City Councilmembers to designated City Council Standing Committees, and regional/local bodies for Calendar Year 2019 (See Attachment), as follows:

• Exhibit B: Mayor & City Council - New Individual City Council, Local & Regional Assignments for CY 2019
These Mayor-recommended appointments now require approval by majority vote of the City Council by Resolution. The City Council, by formal motion and affirmed by majority vote, may change those assignments or fill vacancies if no Mayoral recommendation has been provided per SPMC 2.16.070, and include in the final adopted Resolution.
San Pablo Economic Development Corporation (SPEDC) Board Vacancy
In accordance with Article II.B of the adopted San Pablo Economic Development Corporation By-Laws, the City Council is authorized to make nominations for two City appointees to the SPEDC Board of Directors. On December 31, 2018, San Pablo Economic Development Corporation (SPEDC) Board of Directors has one scheduled vacancy following the expiration of the current term of SPEDC Board member Kathy Chao Rothberg, effective December 31, 2018.
On December 10, 2018, in anticipation of this vacancy, SPEDC Executive Director notified the City Manager on December 10, 2018 regarding the procedure for City Council appointees for the forthcoming SPEDC Board of Directors vacancy pursuant to Article II.B. of the adopted SPEDC By-laws for a two-year staggered term (from January 2019 - December 2020) (see attachment) indicating that SPEDC Board Chair Adam Novickas has formally invited the San Pablo City Council to nominate a candidate to fill the City appointee vacancy at its earliest convenience due to its upcoming scheduled annual meeting for election of all SPEDC Board of Directors and Members/Officers on January 23, 2019.
Due to the forthcoming expiration and time constraints, the City Council adopted Resolution 2018-164 on December 17, 2018 to proceed with formal posting of the SPEDC Board vacancy to the general public, and to further proceed with the nomination process for formal consideration for one City appointee to the SPEDC Board of Directors for formal election at its annual meeting in 2019. The following appointive timeline was approved by the City Council under the adopted Resolution, as follows:

At this time, per the application deadline, there are no applications that have been received by the general public for City Council consideration at this time. Therefore, it is recommended by the City Manager to proceed with a formal motion to nominate a current Councilmember to fill the vacancy on the SPEDC Board of Directors subject to majority vote approval by Resolution.
