This proposed action is not a project under CEQA pursuant to Guidelines Section 15378(b)(2): Continuing administrative or maintenance activities, such as purchases for supplies, personnel-related actions, general policy and procedure making.

 

BACKGROUND

The Police Department proposes to purchase cellular devices, and cellular and data services with FirstNet. This equipment and cellular data will allow full utilization of existing technology like Mobile Field Investigations and Axon Capture for evidence records by department personnel in the field which will increase efficiency. 

 

FirstNet built with AT&T

FirstNet is the nationwide public safety communications platform dedicated to America’s first responders. Being built with AT&T, in public-private partnership with the First Responder Network Authority (FirstNet Authority), FirstNet provides improved technology to public safety.  The benefits of this technology include:

                     Built to the requirements of first responders and is not a commercial network.

                     Provides a single, dedicated public safety solution allowing individual first responders, agencies and supporting organizations to gain the ability to communicate easily and effectively with each other where ever they are.

                     FirstNet will offer “always on” priority and preemption unlike anything currently available.

                     Unique security upgraded features include:

o                     Dedicated, physically separate core with FirstNet Sim Card

o                     Buildout of end-to-end encryption

o                     A dedicated security operations center

 

 

Bundled Solution: Mobile Device Management Configuration by MobileIron

A Mobile Device Management (MDM) solution is required by the California Department of Justice for all mobile devices. AT&T FirstNet offers MobileIron as a bundled solution with their data service.

 

Implementation costs also include:

                     Customized configuration for the City of San Pablo Police Department cellular devices

                     Training on how to administer the software which includes:

 

These configurations will provide data management security and flexibility to deploy global updates on devices.

 

PURCHASING

This purchase is in accordance with City of San Pablo Municipal Code chapter 3.16, pursuant to the cooperative purchasing exemption in section 3.16.110(E) that allows the City to join with other governmental agencies for the joint purchase of equipment, materials, supplies and services or to buy off another public agency’s competitive contract without the City undertaking its own competitive bidding process.

 

The Public Procurement Authority (the lead public agency awarding contract AS10296) signed state agreements, which let NPPGov customers access custom FirstNet pricing in their applicable state without signing a separate contract. (NPPGov is a national cooperative procurement organization offering publicly solicited contracts to government entities nationwide.) The current negotiated state contract has terms through November 18, 2021 with the option to renew.  Staff proposes to purchase the equipment and service through the Public Procurement Authority, and, therefore, requests City Council authority to waive formal bid procedures.

 

 

FISCAL IMPACT

The total cost for the cellular devices, protective equipment, Mobile Device Management configuration, and Static IP is $43,139. The monthly cellular service and data costs are $3,433, which totals $17,165 for February 2019-June 2019 for FY2018/19. There will be a billing credit applied to each device upon activation totaling $15,600. Therefore, the final cost for FY2018/19 will be $44,704 after the credits are applied. The annual cost for cellular service and data will be $41,196 in years FY2019/20 and FY2020/21. 

 

The total value of the contract for equipment and service after credits is $127,096.  Appropriation of $62,452 for this purchase was authorized in Resolution 2018-138 to cover FY2018/19 costs.  FY2019/20 and FY2020/21 costs are currently unfunded; funding sources will be requested through the mid-cycle update, which may or may not include new budget authority.
