Establish Professional Standards and Training Unit and Technology Improvements under the Public Safety Policy Area is an adopted policy item under the FY 2018-21 City Council Priority Work plan, effective November 1, 2017.

FUNDING SOURCE
The Supplemental Law Enforcement Services Grant is a mandated grant as defined by Government Code 30061(b)(3)(i) wherein the County shall remit at minimum $100,000 annually to be spent on frontline law enforcement. Grant revenues have accumulated and are available for appropriation.

CEQA Compliance Statement
This proposed action is not a project under CEQA pursuant to Guidelines Section 15378(b)(2): Continuing administrative or maintenance activities, such as purchases for supplies, personnel-related actions, general policy and procedure making.

BACKGROUND
The City of San Pablo currently has a lease for 2300 El Portal Drive Suite C which the Police Department will use as a Regional Training Center. The facility is currently not operational, and requires outfitting including furniture, technology/computer software, security cameras, and training materials. Once complete, the Regional Training Center will allow the Police Department to conduct internal trainings as well as host trainings for neighboring agencies.
