BACKGROUND
The City Council Priority Workplan (Workplan) is an annual policy making document established by majority vote of the City Council for purposes of providing policy direction for implementation by the City Manager, effective July 1st of each fiscal year period. Once adopted, the City Manager directs all City resources and staffing, beyond basic operational and legal requirements, toward adopted policy areas/items. Periodic amendments are made following adoption throughout the fiscal year. The Workplan consists the following policy components and subsequent City Council action by unanimous minute action vote on November 1, 2017, as follows:
