BACKGROUND
On December 4, 2018, Rafael Torres, President of SPUYSC, submitted a letter of request to the City Manager requesting the waiver of fees for El Portal Soccer Field and Rumrill Sports Park (Fields 1, 2, 3 and the practice field):
* El Portal Field from March 11, 2019 thru June 21, 2019
o Monday - Friday from 5:00 PM - 8:00 PM
o Saturdays and Sundays from 8:00 AM - 5:00 PM
* Rumrill Sports Park from January 1, 2019 thru June 30, 2019
o Monday - Friday from 5:00 PM - 8:00 PM
o Saturday and Sunday from 8:00 AM - 5:00 PM
SPUYSC is a volunteer-run, non-profit organization dedicated to the youth and families in the City of San Pablo. They provide the opportunity to play soccer to approximately 200 boys and girls ages 3 to 18 years. Through the sport of soccer, the SPUYSC has been able to increase active, healthy participation in an outdoor environment. SPUYSC has also been able to promote sportsmanship, leadership and teambuilding skills. According to the SPUYSC current rosters, they have approximately 546 youth athletes enrolled in their program.
