BACKGROUND
The City Council maintains a listing of active City Council Standing Committees and appointments to local and regional bodies, organizations, and committees, Joint Powers Authority Board of Directors (in which case the City is an official member), and other quasi-public agencies involving a number of public policy areas, including representation on the San Pablo Economic Development Corporation (SPEDC) in accordance with SPEDC adopted by-laws. All Councilmember assignments are subject to requirements of San Pablo Municipal Code (SPMC) section 2.16.070, and are typically changed periodically during the first regular Council meeting in January.
December 2018 Board Meetings - Vacancies
There are four (4) vacancies of both principal and alternate City Council representatives on the RecycleMore JPA Board of Directors and West Contra Costa County Transportation Advisory Committee (WCCTAC) Board of Directors due to the certification of the Contra Costa County election results issued on December 3, 2018, coupled with the request of Councilmember Valdez to excuse her from her representative assignments for the remainder of Calendar Year 2018. To fill these vacancies requires formal action by the City Council via adopted Resolution to affirm the Mayor’s recommendations to fill the vacancies at this time to cover upcoming Board of Directors’ regular meetings scheduled during December 2018 for both regional Board of Directors’ bodies.
Mayor Recommendations
Once the Mayor has been selected by majority vote of the new City Council at the Special City Council meeting on Monday, December 10, 2018, the Mayor will orally announce the following recommendations on City Council appointments which require affirmation by majority vote of the City Council by adopted Resolution, as follows:
1) Recyclemore JPA Board of Directors: Proceed with appointing ________________as Principal Board representative; and ____________________ as Alternate Board representative; AND
2) WCCTAC Board of Directors: Proceed with appointing __________________ as Principal Board representative; and _______________________ as Alternate Board representative.
Following adoption of the City Council, City staff will promptly inform both regional agencies on the effectuated changes in San Pablo City Council representation to these regional agencies’ Board of Directors bodies.
These appointments shall remain until all of the Council appointments are made, which is expected to occur in January 2019.
