BACKGROUND
The City Council Priority Workplan (Workplan) is an annual policy making document established by majority vote of the City Council for purposes of providing policy direction for implementation by the City Manager. Once adopted, the City Manager directs City resources and staffing toward adopted policy areas/items. Periodic amendments are made following adoption throughout the FY period by Resolution of the City Council. Currently, the FY 2018-21 Council Priority Workplan was adopted by Resolution No. 2017-213, and became effective November 1, 2017.
Proposed City Council Workplan Amendment
At the October 1, 2018 regular City Council meeting, there were public comments on the impacts of noise from increased intensity of uses on neighborhoods adjacent to the Giant Road and BNSF Railroad corridor along the border with the City of Richmond. Councilmember Kinney proposed a motion, which was duly seconded and approved by majority vote, to schedule a future discussion by the City Council at an upcoming regular meeting to consider amending the Workplan to include a new policy: “Citywide Noise Study” to address these increased noise impacts as addressed by the public.
Following City Council majority direction by minute action, the City Manager has identified an existing adopted policy item “#652.2 General Plan Update” under the “Policy Area: Strategic Planning/Special Projects” that could be amended to incorporate “Citywide Noise and Traffic Studies” to occur concurrently as part of the forthcoming General Plan Update 2020 process. In doing so, economies of scale would be achieved to ensure that these studies, as directed by the City Council by formal direction, would be formally incorporated and concurrently implemented into the forthcoming General Plan Update 2020 process.

652.2.1 Citywide Noise & Traffic Studies
General Plan Update 2020
The General Plan Update 2020 is a comprehensive review and update of the City’s General Plan. It is anticipated that staff will initiate this process during FY 2018-19 following adoption of the current Zoning Code amendment process with a final document adopted in 2020 by the City Council following review and recommendation by the Planning Commission. State law requires that each City and County in California prepare and maintain a general plan. A jurisdiction’s general plan serves at its “constitution” for decisions concerning land use planning and expresses a community’s long term vision for its future local development. All decisions on planning matters (re-zoning, subdivisions, use permits, etc.) must be consistent with the adopted general plan.
The City Manager recommends this policy item be amended in the FY 2018-21 Council Priority Workplan by City Council resolution. Upon adoption, the City Manager may be directed by majority vote to develop any subsequent actions for future City Council policy consideration, when appropriate.
FISCAL IMPACT
None associated with this report. Preliminary estimates researched by Community & Economic Development Department staff indicate that Citywide sound and traffic studies are anticipated to cost the City between $10,000 - $20,000 per study. Currently, there is no FY 2018/19 funding budgeted or appropriated for these studies. It was anticipated that Years 3 and 4 of the FY 2018-21 Quadrennial Budget would bear the costs of the future General Plan Update 2020 process as adopted under the Workplan, effective November 1, 2017. Therefore, supplemental funding would require future appropriation from the FY 2018/19 City Manager’s Operational Contingency Fund for this purpose to initiate the General Plan Update 2020 process during FY 2018/19, and only after the City’s Zoning Code Amendment process concludes.
