Fiscal Resiliency Policies: Spending Cap & Facility Use Policy for Maple Hall Waivers and Spending Cap & Special Event Sponsorship (Discretionary Spending) are adopted policy items under the FY 2018-21 Council Priority Workplan, effective November 1, 2017. The sponsorship also falls under 603.9 Youth College Support Services under policy item Youth, Schools & Community Partnerships.

BACKGROUND
On August 28, 2018, the City Manager received a letter from Ms. Sara Marcellino of the Contra Costa College Foundation requesting a sponsorship in the amount of $2,500 for their San Pablo Scholars Scholarship Program. The program provides scholarships for San Pablo residents who are studying at Contra Costa College.

Approximately 85% of Contra Costa College students are from low-middle income families and 38% are first generation college attendees. Financial support help students succeed in academics and scholarships relieve some of the burden associated with attending college. In turn, students are able to focus more on academics and as well as participate in extracurricular activities.

The San Pablo City Council supports education and partnership with the Contra Costa College and the Contra Costa College Foundation, and their activities and programs to enhance student achievement here in San Pablo.

FISCAL IMPACT
A total of $30,000 has been budgeted and earmarked for Special Event Annual Sponsorships under the Adopted FY 2018-21 Quadrennial Operating Budget - City Council Department. The authorized sponsorship in the...
