BACKGROUND
The City Council approved the By-laws for a new Youth Commission on April 5, 2010 and previously approved amendments to the By-laws on May 20, 2013.

As stated in the current By-laws, the purpose of the San Pablo Youth Commission (SPYC) at the time was to act as a liaison between the San Pablo youth community and the City Council, to advise the City Council on youth-related issues, and to promote civic engagement among youth in San Pablo by:

* Creating opportunities to engage youth in community issues
* Supporting and developing programs and events to encourage youth voice
* Creating alliances with other youth-based organizations
* Fostering the development of the next generation of youth leaders
* Serving the needs of the community

The primary duties of the Commission are to represent and be an advocate for the youth of the City of San Pablo, to review those municipal matters referred to it by the City Council and City Staff, as well as to report its findings and make recommendations to the City Council and City staff.

The Commission may also initiate proposals on its own motion, which may be forwarded, to the City Council by staff for consideration and action.

Membership Increase:
* Increase the total number of members from 20 to 25


Change the Eligible Age of Commissioners:
* Change membership eligibility from ages 13 to 21 to ages 13 to 19
