Infrastructure - Admin/Operations - (6) Capital Improvement Projects, (6.2.13) Rumrill Complete Streets Corridor Mobility Plan is an adopted policy item under the FY 2018-21 City Council Priority Workplan, effective November 1, 2017.

 

CEQA Compliance Statement

This project is categorically exempt under the California Environmental Quality Act, Section 15301, Existing Facilities (Class 1) of the CEQA Regulations, on the basis that the project involves repair and minor alteration to the existing public streets, sidewalks, gutters and similar facilities. The Notice of Exemption was filed and recorded with the Contra Costa County Clerk on January 7, 2018. Since the project is also receiving federal funding the project was also determined to categorically exempt under the National Environmental Policy Act (NEPA), Section 23 CFR 771.117(c): activity(c)(3). The Notice of Exemption for NEPA was filed on March 14, 2018 by the California Department of Transportation (Caltrans).

 

BACKGROUND

The City of San Pablo, in collaboration with the City of Richmond, commissioned a Complete Streets Study that considered options for improving Rumrill Boulevard for all road users. This study, which was finalized in 2015, developed a project scope and 30 percent plans for improvements. The Rumrill Boulevard Complete Streets Project is a two-mile-long project that modifies Rumrill Boulevard in the City of San Pablo between Costa Avenue and San Pablo Avenue.

 

The project proposes to modify Rumrill Boulevard to add Class II and Class IV bikeways or cycle tracks in both directions of travel, while reducing the number of vehicle travel lanes in both directions and adding left turn pockets along the corridor.  Related improvements include landscaped buffers, parking protection, and striped buffers as well as potential physical barriers such as landscaping and curbing.  In addition, the Project will include traffic signal modifications, crosswalk modifications, lighting and concrete improvements (i.e. curb ramps, sidewalk, driveways, and median), and flashing beacons, as well as storm drainage improvements, including green infrastructure.

 

Other Complete Streets Grants Received

The City of San Pablo has been awarded the following grants for implementation of the project:

                     $4.3 million-dollar Active Transportation (ATP) Grant from Caltrans distributed through the Metropolitan Transportation Commission (MTC) for Project design and construction.

                     $864,634 USEPA San Francisco Bay Water Quality Improvement Fund Grant (SFBWQIF) for design, environmental and to implement green infrastructure as part of the project.

                     $3,999,540 grant from the California Natural Resources Agency (CNRA) through their Urban Greening Program for design and construction of the project.

                     $1 million-dollar Measure J Pedestrian Bike and Trail Facilities (PBTF) grant for construction of the project.

                     $3.2 million-dollar grant from Caltrans Local Partnership Program for construction of the project.

                     $85,000 from MTC through the Transportation Development Act (TDA) for project construction. These funds will be appropriated at a later date.

 

As part of this City Council item, staff is requesting to accept and appropriate the $3,200,000 grant from California Transportation Commission through their SB1 Local Partnership Program for construction of the project. 

 

Construction Management/Inspection Services for the Project

On June 19, 2018, staff issued a Request for Proposal and Statement of Qualifications for Rumrill Boulevard Complete Streets Construction Management/Inspection Services. Staff received three (3) submittals and after review, three (3) consultant teams were selected to be interviewed. Interviews were conducted on June 27, 2018 to evaluate candidates’ presentation and competencies. A consultant team of Park Engineering, Inc., with sub-consultants Zoon Engineering and Applied Materials and Engineering (AME), presented the best overall proposal and are recommended for selection for the requested services.

 

Staff is requesting authorization to enter into an agreement with Park Engineering, Inc. The term of the agreement will be until the completion of construction for the project which is expected to be July 2020. Staff is requesting authorization for the City Manager to enter into an agreement with Park Engineering, Inc. for the above services for the amount of $1,124,620, with a 15% contingency for a total authorization of $1,293,313. Funding for this contract would occur through the following funding sources.
