BACKGROUND
The City Council Priority Workplan (Workplan) is an annual policy making document established by majority vote of the City Council for purposes of providing policy direction for implementation by the City Manager. Once adopted, the City Manager can direct City resources and staffing toward adopted policy areas/items. Periodic amendments are made following adoption throughout the FY period by Resolution of the City Council. Currently, the FY 2018-21 Council Priority Workplan was adopted by Resolution No. 2017-213, and became effective November 1, 2017. The current Workplan can be found on the City's website at: www.sanpabloca.gov/DocumentCenter/View/9135/2018-2021-PRIORITY-WORKPLAN-02212018.

Proposed City Council Workplan Amendment
At the June 4, 2018 regular City Council meeting, Councilmember Cruz proposed a motion, which was duly seconded and approved by majority vote, to schedule the following policy matter to be addressed by the San Pablo City Council at their next regular meeting to consider including in the FY 2018-21 Council Priority Workplan as follows:
