BACKGROUND
The Contra Costa Sheriff's Office operates a program wherein individuals who are sentenced by the Superior Court can reduce or work off their sentence by participating in the Sheriff's Work Alternative Program (SWAP). Prospective participants are referred to the Sheriff's Office that, in turn, refers participants to work assignments at predesignated locations with local governments throughout the County. The Sheriff's Office refers only those participants that are suitable for the public environment in which the tasks are to be performed.
The City of San Pablo Public Works Maintenance Division has used SWAP since 1993 as part of the City's maintenance operation. During fiscal year 2017/18, SWAP participants logged approximately 8,000 hours (approximately 4.5 staff people). Tasks performed by the participants consist of light maintenance such as trash pick-up and weed abatement. The City of San Pablo is required to provide workers' compensation insurance coverage for SWAP participants assigned to the City, as well as general liability insurance and indemnify the County from any claims.


FISCAL IMPACT
The FY2018/19 operating budget will include $1,000 to cover the annual workers' compensation premium through the City's joint risk pool, MPA. The cost of participation is as follows:
