CEQA Compliance Statement
The requested action does not constitute a "Project" under the California Environmental Quality Act (CEQA) Section 15378 and therefore is exempt from any further consideration under CEQA. Projects that may be funded by FEMA and Cal OES financial assistance will require project-specific environmental review.

BACKGROUND
In early 2017, severe winter storms caused widespread flooding, mudslides, erosion and damage to roads and other public infrastructure and facilities throughout California. To help communities recover from the storm damage, the Governor issued emergency proclamations and requested presidential disaster declarations. The President approved the requests and declared major disasters making federal disaster aid available to public agencies located in over 40 counties in the State of California, including Contra Costa County. The City of San Pablo Public Works staff participated in applicant briefings and submitted a Request for Public Assistance in Spring 2017. Staff subsequently attended a kick-off meeting and site visit with FEMA and Cal OES staff, and submitted additional documentation through Fall 2017.
