BACKGROUND
On May 3, 2018 Andre Williams, President of San Pablo Cowboys Youth Association (SPCYA), submitted a letter to the City Staff requesting City Council waive fees for Davis Park Sport Fields (Youth Diamond/Sports Field and Mini Diamond/Sports Field) and the Davis Park Concession Stand on the following dates and times:

San Pablo Cowboys Youth Association offers a diverse football program that provides approximately 200 San Pablo youth the ability to travel to numerous cities and compete against various football programs. Participants are rewarded for their accomplishments in athletics as well as scholastics to assure them that they are always winners just for taking the initiative to do their best.
Community Services Standing Committee Recommendation
On June 11, 2018, this item was taken before the Community Services Standing Committee (Morris/Calloway) for their review where they unanimously supported the recommendation to move forward to City Council to approve the fee waivers requested by San Pablo Cowboys Youth Association for the summer/fall season ending December 10, 2018.
FISCAL IMPACT
The fiscal impact for FY 2018/19 (2018 summer/fall season) will be a subsidized amount of $6,960 in rental revenue for Davis Park Sport Fields and Concession Stand.
