BACKGROUND
On May 23, 2018, the Contra Costa County Planning Commission (Planning Commission) held a public hearing and meeting on a zoning text amendment for adoption of the County Cannabis Ordinance regulating the establishment of commercial cannabis uses in the unincorporated areas of the County including retail sales, cultivation, delivery, manufacturing, etc. The City did not receive notification of the public hearing until May 18, 2018.
The City of San Pablo is bordered on three sides by County unincorporated land. Because of this, staff penned the attached comment letter (Comment Letter) providing comments to the County’s Planning Commission regarding the proposed zoning text amendments. This includes applicable areas adjacent to the City of San Pablo (i.e. El Sobrante, et. al.) In summary, the City raised concerns about the impacts of marijuana uses on neighboring residents and businesses in San Pablo and supported the County staff’s recommendation to create buffer areas bordering San Pablo where marijuana uses were either prohibited or subject to a use permit following public notice and a hearing.
Protocol requires that the City Council ratify transmittal of the Comment Letter by Mayor Calloway to the Planning Commission with majority minute action vote in accordance with adopted policy under the FY 2018-21 Council Priority Workplan as recommended by the City Manager.
