COMPLIANCE STATEMENTS

This project is consistent with the following policy items identified in the City Council FY 2018-21 Priority Workplan, adopted November 1, 2017:

 

                     Develop Public Facilities for Active Living (Parks, Open Space, Sidewalks, Trails, Bike Lanes, etc.)

                     School Zone Traffic Safety within Public Right-of-Way.

 

CEQA Compliance Statement

If awarded, the project is categorically exempt under the California Environmental Quality Act, Section 15301, “Existing Facilities “on the basis that the project involves the maintenance and minor alteration of existing public facilities with no expansion in use.  Rejection of the bids does not trigger further CEQA review.

 

BACKGROUND

The Public Works Department has identified a need for upgrades/replacement of the valley gutters and some sidewalks at various locations throughout the City.  A project was developed to replace the valley gutters at the following six intersections:

1.                     Dover Avenue and 20th Street,

2.                     Dover Avenue and Powell Street,

3.                     25th Street and Market Street,

4.                     26th Street and Market Street,

5.                     Road 20 and Douglas Street, and

6.                     Dover Avenue and Tyler Street. 

 

Additionally, the sidewalks at the following three locations were anticipated for repair: 

1.                     1640 23rd Street on Market Street,

2.                     1830 Rumrill Boulevard, and

3.                     the 2700 block Eastbound on El Portal Drive.

The project was formally bid in conformance with Section 3.16.070.B of the Municipal Code.  On April 24, 2018, the following bid was received:

The project was estimated to be $60,000.  The bid exceeds this amount; staff is recommending all bids be rejected.  

 

To prevent any further delays in getting these systems replaced, staff is considering other delivery options including rebidding the project, adding this work to another contract, or hiring an On-Call Concrete Contractor.

 

FISCAL IMPACT

There is no fiscal impact to reject all bids.  Rebidding the project may or may not result in increased cost to the City, but the outcome cannot be known at this time.
