BODY
COMPLIANCE STATEMENTS
Future Labor Relations Partnerships is an adopted policy item under the FY 2018-21 Council Priority Workplan, effective November 1, 2017.

CEQA Compliance Statement
This is not a project as defined by CEQA.

BACKGROUND
The City of San Pablo is currently a member in the Northern California Employment Relations Consortium which provides for limited legal counsel from Liebert Cassidy Whitmore (LCW) on employment law issues.

Within the last couple of years, the City has called upon LCW to provide legal services (in excess of the time allotted by the consortium), to assist the City with labor negotiations and a variety of employment law issues. This report recommends an Amendment to an existing Agreement that provides for ongoing legal counsel by LCW on various personnel matters (as assigned by the City Attorney, City Manager or designee), and legal counsel on labor relations matters in FY 2017/18 and FY 2018/19.

FISCAL IMPACT
This contract amendment is in the amount of $50,000. The amendment will be effective immediately and will continue through FY 2018/19. Funding for this contract will be appropriated from the City's FY 2017/18 General Fund Designated Reserves/Succession Planning and HR Legal Issues line (100-0000-00000) to the City Manager's Professional Services Account (100-1310-43600).
