BACKGROUND
The City Council approved the By-Laws for a new Youth Commission on April 5, 2010 and approved amendments to the By-Laws on May 20, 2013.
The purpose of the San Pablo Youth Commission is to act as a liaison between the San Pablo youth community and the City Council, to advise the City Council on youth-related issues, and to promote civic engagement among youth in San Pablo by:
• Creating opportunities to engage youth in community issues
• Supporting and developing programs and events to encourage youth voice
• Creating alliances with other youth-based organizations
• Fostering the development of the next generation of youth leaders
• Serving the needs of the community
The primary duties of the Commission are to represent and be an advocate for the youth of the City of San Pablo, to review those municipal matters referred to it by the City Council and City Staff, as well as to report its findings and make recommendations to the City Council and City staff.
The Commission may also initiate proposals on its own motion, which may be forwarded, to the City Council by staff for consideration and action.
The By-Laws allow for 20 members. On March 20, 2018, the appointment terms ended for two Commissioners. One of those Commissioners is seeking re-appointment. At this date, the San Pablo Youth Commission roster has 17 appointed members.
On April 10, 2018, this item was taken before the Community Services Standing Committee (Calloway/Morris) where they unanimously supported the recommendation to move forward to City Council.
During their meeting on April 19, 2018, the San Pablo Youth Commission voted to terminate the appointments of two members, whose attendance has not met the standards of the By-Laws. With these terminations, the San Pablo Youth Commission Roster currently has 15 appointed members.
The San Pablo Youth Commission received eight applications from youth residing in San Pablo and Richmond. Six of these youth are interested in becoming an appointed member of the San Pablo Youth Commission. These six applicants have been interviewed by a panel of Youth Commissioners and the Staff Liaison. Five youth are being recommended for appointment.
With the acceptance of these six formal appointments, plus the one incumbent, the San Pablo Youth Commission will now have 20 active Commissioners.
Refer to Attachment A for a roster of the individuals who are being recommended. The next recruitment phase will begin in June 2018. Applicants who successfully complete the application process will be recommended to City Council for appointment in November.
With City Council’s formal authorization of the San Pablo Youth Commission, meetings are subject to the Brown Act. Youth Commission meetings occur bi-monthly on the first and third Thursday of each month at 5:00 pm. The next San Pablo Youth Commission meeting is scheduled for May 17, 2018.
FISCAL IMPACT
There is no new fiscal impact for this item.
