BACKGROUND
On February 20, 2018, the City Council deadlocked (2-2 vote) on adoption of a proposed Resolution in support of Proposition 69 and in opposition of an SB 1 repeal, as recommended by the League of CA Cities for consideration. However, the City Council did authorize by minute action to have this matter continued to the next regular City Council meeting to allow for more information to be presented by a League of CA Cities representative to clarify information about the proposed Proposition 69, and to address the concerns raised by certain members of the City Council.

Samantha Caygill, League of CA Cities Representative for the East Bay Division has agreed to attend the Council meeting to address the previous concerns raised by the City Council.

Summary of Proposed Legislation
California transportation and other infrastructure funding has been declining over the last decade. To address this issue, last year the California State Legislature passed both ACA 5 (Frazier) and SB 1 (Beall), the Road Repair and Accountability Act of 2017 which is the State's overall transportation infrastructure investment bill.
