CEQA Compliance Statement
This Ordinance is not a project under CEQA pursuant to Guidelines Section 15378(b)(5): Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment. If a project, then the Ordinance is exempt from the provisions of the California Environmental Quality Act, (CEQA), under CEQA Guidelines ? 15061(b)(3), in that it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.

BACKGROUND
Last year, following an analysis of the increasing costs of services, equipment and supplies and the contracting limits in other cities, the City Council increased the City Manager's contracting authority from $25,000 to $50,000, pursuant to Ordinance 2017-01. Although the change was made in the first section of the Purchasing Ordinance, it has come to my attention that other provisions need to be amended to be consistent with the City Council's action last year. Specifically, sections 3.16.070(B)(3) AND 3.16.110(A) of the San Pablo Municipal Code also need to be amended to reflect the increase in the City Manager's contracting authority from $25,000 to $50,000 (see attached redline ordinance).
