CEQA Compliance Statement

This proposed action is not a project under CEQA pursuant to Guidelines Section 15378(b)(5): Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment, but if deemed a project, then under CEQA Guidelines § 15061(b)(3), in that it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.

 

BACKGROUND

On July 27, 2016, the Richmond Police Department presented all consortium members with a notice of intent to terminate consortium Records Management and Consolidated Communications services which were being provided by the Richmond Police Department.

 

After evaluating several options related to San Pablo Police Department’s operational efficiency and ensuring that the Department continues to improve upon service commitments to our community, the San Pablo Police Department elected to opt-out as a member of the CAD/RMS consolidated consortium, effective July 1, 2017. The decision was ratified by the City Council on January 17, 2017.

 

On May 1, 2017, the City Council ratified Resolution 2017-078 authorizing the City Manager to finalize (with the City Attorney) and execute a Tri-City Agreement with the cities of Hercules and Pinole for Dispatch and CAD/RMS Services (“Tri-City Agreement”).

 

Under the Tri-City Agreement, San Pablo will include dispatch services for the Contra Costa Community College District Police Department at the Contra Costa Community College campus only.

 

Staff prepared an Inter-Agency Agreement between the City of San Pablo and the Contra Costa Community College District Police Department for the provision of dispatch services through the Tri-City Agreement.

 

The effective date of the Inter-Agency Agreement is July 1, 2017 and terminates June 30, 2022, unless the Tri-City Agreement is terminated or the City withdraws from the Tri-City Agreement.  If the City withdraws from the Tri-City Agreement or the Tri-City Agreement is terminated, the City will work with the Contra Costa Community College District Police Department in transitioning to another source for dispatch services, but will be under no obligation to provide such services to the District or be liable for costs or damages due to such transition.

 

Under the Inter-Agency Agreement, the City agreed to add the seven (7) District Officers assigned to the Contra Costa College Campus to the City’s sworn officer list under the Tri-City Agreement to ensure the District and its Officers at the Contra Costa College Campus receive dispatch services provided by the Pinole Police Department.

 

The City will provide the Contra Costa Community College District Police Department with two (2) Mobile licenses, two (2) Two Factor Authentication (2FA) licenses, and two (2) Net-Motion licenses.

 

The City’s Information Technology Division will provide the following services to the Contra Costa Community College District Police Department for only the two (2) MDC’s assigned to the Contra Costa College Campus. Compensation for the services will be based on time and material at an hourly rate of $51 in addition to the annual costs set forth in the agreement.

Under the Inter-Agency Agreement, the Contra Costa Community College District Police Department will comply with all applicable terms in the Tri-City Agreement, will purchase two (2) G-Tech MDCs for the two (2) patrol vehicles assigned to the Contra Costa College Campus, and adhere to the following G-Tech MDC required specifications: Model F-110, RFID reader built into the back of the unit, and a Havis docking rack 3-pass system.

The Contra Costa Community College District Police Department will be responsible for maintaining their Mnemonics, hardware replacement, internet services, anti-Virus software, and miscellaneous software (i.e. Microsoft Office).

The Contra Costa Community College District Police Department will be responsible for paying the City in the sum of $11,400 each year of the five (5) year agreement within 30 days of the City’s issuance of an invoice.

The City did not include cost increase percentages to the sum of $11,400 over the duration of the five (5) year Inter- Agency Agreement due to the Contra Costa Community College District Police Department being a user of the dispatching services and not a vested agency responsible for providing services, software, maintenance, and/or cost sharing under the Tri-City Agreement.  In addition, San Pablo already pays for a bundle of licenses and issuing Contra Community College District Police Department licenses does not cost the City any additional money. 

Public Safety Standing Committee Review

On July 25, 2017, the Public Safety Standing Committee (Calloway/Morris) reviewed the proposed Inter-Agency Agreement with Contra Costa Community College District Police Department as proposed.  The Standing Committee took action to recommend its formal consideration to the City Council at their next regular meeting on August 7, 2017.

 

FISCAL IMPACT

For Fiscal Year 17/18 (July 1, 2017 to June 30, 2018) and each subsequent year that the City provides dispatching for the additional seven District Officers at the Contra Costa College Campus, the Contra Costa College Community College Police Department shall pay the City $11,400, in addition to paying for the City’s Information Technology Division services on a time and materials basis.
