FY 2015-2017 Council Priority Workplan
The Amador St. and El Portal Dr. Radar Speed Signs project (RAD-SGN) is an adopted policy item under the Public Safety policy area under the Traffic Safety Program of the FY 2015-17 City Council Priority Workplan, effective October 1,2016.

CEQA Compliance Statement
The project is categorically exempt under the California Environmental Quality Act, Section 15301c of the CEQA Regulations, Existing Facilities. A Notice of Exemption will be filed with the Contra Costa County Clerk.

BACKGROUND
Over recent years, speeding has become a major problem on Amador Street and El Portal Drive; in particular, between Mission Bell and Road 20, both of which have school zones. The City has tried to address the problem by having focused ticketing campaigns, using a crossing guard and installing an in-ground lighted crosswalk. Unfortunately, motorists continue to speed. Both of these streets are challenging for the City police officers to enforce because limited or no parking makes it difficult for officers to safely track and pursue speeding vehicles.
