BACKGROUND
Many of the City's computers are now more than 10 years old, far exceeding their useful life. The next generation of Windows operating systems may not install since the computer processing units (CPUs) may no longer be supported. Moreover, IT staff is seeing more and more motherboards with failed components such as USB connectors, capacitors, etc., resulting in frequent breakdowns and regular work slowdowns or stoppages because of needed repairs and slow output times. IT staff has developed a replacement schedule for desktops, and $40,000 was budgeted in the Multi-Departmental budget (100-1430-46300) for this purpose.

Typically, a purchase of this amount from a single vendor would trigger the need for a formal bid process (equipment purchases over $25,000). However, City Municipal Code 3.16.110, Exceptions to Bid Policy, allows the City to buy directly from a vendor at a price established by competitive bidding by another public jurisdiction without calling for bids even if the City had not joined with that public agency in a cooperative purchase.
