Infrastructure - Administration and Operations - (1.4) Clean Water Program/New Municipal Regional Permit (MRP) and (6.2.13) Rumrill Complete Streets Corridor Mobility Plan are adopted policy items contained in the FY 2015-17 Adopted City Council Priority Workplan, effective October 1, 2016.

CEQA Compliance Statement
Pursuant to CEQA Guidelines Section 15061 (b)(3), the adoption of the subject resolution authorizing Public Works to approve grant funding is exempt from CEQA requirements. Under Guidelines section 15378, "project" does not include the creation of government funding mechanisms or other government fiscal activities, which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. However, the Rumrill Complete Streets Project will be subject to CEQA compliance.

BACKGROUND
On May 16, 2016, adopted Resolution No. 2016-169 approved staff's request to apply for the EPA San Francisco Bay Water Quality Improvement Fund (SFBWQIF) grant to implement green infrastructure along Rumrill Boulevard as part of the Rumrill Complete Streets Project. On September 29, 2016 the City's application was selected for award in full for $864,634.

The SFBWQIF grant will implement green infrastructure, specifically bioretention swales along Rumrill Boulevard between Costa Avenue and San Pablo Avenue that will capture and treat rainwater runoff from the road and surrounding properties. These bioswales will be designed to ...
