BACKGROUND
The Priority Oriented Policing (POP) Unit is tasked with working with local businesses and residents to address priority issues which impact our community. These issues include addressing licensed alcohol establishments within San Pablo and the crime associated with alcohol in those areas.
The City of San Pablo has 61 alcohol outlets within 2.6 square miles. The large majority of problem licensees are concentrated in areas that have both the highest crime rates and the greatest number of off-sale premises (alcohol sold to be consumed off the premises, such as liquor stores).
In past years, the City of San Pablo successfully entered into agreements with the California Alcohol Beverage Control (“ABC”) as part of their “Grant Assistance to Local Law Enforcement Program. The San Pablo Police Department was selected by ABC for funding and to participate in the “Grant Assistance to Local Law Enforcement Program.” The total amount of ABC provided grant funding is $100,000. The City of San Pablo supports the grant goals and wishes to participate in the “Grant Assistance to Local Law Enforcement Program.” Funds are provided for the purchase of equipment, overtime pay for enforcement operations, and registration/travel expenses for ABC enforcement training. Additionally, the POP Unit will conduct inspections and provide training to local business owners on relevant issues, laws, and responsibilities of licensed alcohol establishments. The 2017 ABC grant period is from July 1, 2017 through June 30, 2018.
FISCAL IMPACT
The $100,000 in grant funding would be accepted and appropriated to the FY 2017/18 overtime line (100-2110-41002), Special Department Expenses line (100-2110-44000), and Training and Travel line (100-2110-44320) to fund grant activities and purchases.
