BACKGROUND

On January 17, 2017, the City Council adopted Resolution #2017-015 which established all active City Council Standing Committees and Temporary Ad Hoc Subcommittees for Calendar Year 2017 which also included individual Councilmember assignments involving representation to local and regional bodies, organizations, and committees, Joint Powers Authority Board of Directors (in which case the City is an official member), and other quasi-public agencies involving a number of public policy areas, including representation on the San Pablo Economic Development Corporation (SPEDC) in accordance with SPEDC adopted by-laws.

 

All Councilmember assignments were established in accordance with requirements of San Pablo Municipal Code (SPMC) Section 2.16.070.

 

City Manager Request to Establish New Temporary Ad Hoc Subcommittee

The City Manager formally requests to establish a Temporary Ad Hoc Subcommittee to formalize and update a new public facility naming policy for all applicable City facilities. With completion of the new City Library Project anticipated in early FY 2017/18, there are private interests who have contacted the City Manager’s Office interested in making monetary donations in exchange for naming rights to specific areas within the new City facility upon its completion. 

 

In February 2013, the City Council adopted Resolution #2013-023, which repealed a previously adopted Resolution No. #1999-115 and directed that a new policy be developed for naming and memorializing City public facilities. To date, no formal policy has been adopted by the City Council for this policy matter.  The new Temporary Ad Hoc Subcommittee will work with the City Manager and designated City staff to develop a proposed policy recommendation to the City Council for formal consideration and adoption.  The Temporary Ad Hoc Subcommittee will be established for a short duration for this specific purpose of making a recommendation on a new policy.

 

Pursuant to SPMC 2.16.070, Mayor Valdez recommends appointment of Vice Mayor Calloway and Councilmember Morris to this Temporary Ad Hoc Subcommittee which requires affirmation by majority vote by Resolution this evening.
