Administration/Operations section is an adopted policy item under the FY 2015-17 City Council Priority Workplan, effective October 1, 2016.

CEQA Compliance Statement
The project is categorically exempt under the California Environmental Quality Act, Section 15301(c) of the CEQA Regulations, Existing Facilities, on the basis that the project involves minor alterations with no expansion in use.

BACKGROUND
The City of San Pablo currently owns an approximately 2-acre site at 1411 Rumrill Blvd. in the City of San Pablo. The site was formerly used as a mobile home park; all mobile home units have been cleared from the site. The City is planning to construct a maintenance facility (Corporation Yard), which will serve as the City's centralized maintenance headquarters and storage space for the City's streets, storm drains, buildings, and parks operations.

In addition, this facility will include vehicle, equipment, and material storage and training facilities for the Community Services and Police Department. If the Community Services and Police Department's current site at the El Portal Soccer field on Moraga Road is sold, then this site will be available to meet their temporary storage and training needs.

The new facility will need utility connections for electricity, gas, water and sanitary sewer. Funding is needed in the amount of $50,000 to pay for permit application fees from agencies such as Pacific Gas & Electric (PG&E), East Bay Municipal Utility District...
