Pavement Rehabilitation Project 2015 and Pavement Rehabilitation Project 2016, Project PAV-016, is an adopted policy item under the FY 2015-17 City Council Priority Workplan, effective October 1, 2016.

 

CEQA Compliance Statement

The project is categorically exempt under the California Environmental Quality Act. Section 15301 of the CEQA Regulations, Existing Facilities.  A Notice of Exemption was filed with the Contra Costa County Clerk on May 26, 2016.

 

BACKGROUND

The 2015-16 Pavement Rehabilitation Project was combined with the 2016/17 Pavement Rehabilitation Project as part of the City’s ongoing pavement maintenance program.  The Project was performed at the following locations:

 

1.                     John Avenue, Giant Boulevard to 11th Street

2.                     Broadway Avenue, San Pablo Avenue to Rumrill Boulevard

3.                     Post Avenue, 17th Street to 19th Street

4.                     Rumrill Road, Road 20 to Rumrill Boulevard

5.                     17th Street, Market Avenue to Emeric Avenue

6.                     Brookside Drive, Rumrill Boulevard to 23rd Street

7.                     Palmer Avenue, 11th Street to Larchmont Drive

8.                     Bush Avenue, Rumrill Boulevard to 17th Street

 

The work performed included, but was not limited to, base failure repairs, slurry sealing, crack sealing, cold planning of existing asphalt concrete, overlaying existing asphalt concrete pavement with conventional asphalt concrete, constructing concrete curb ramps, placement of striping and installing valley gutter.

 

An emergency scope of work that was added to the project was the stabilization on North Arlington Boulevard from Riverside Avenue to the City border. On March 6, 2017, Council approved the additional work, which included thirteen 24 inch diameter piers, 26 feet deep, and a seventy-five foot grade beam with a curb to stabilize the road plus asphalt repair.

 

A construction contract for the project was awarded by City Council on June 6, 2016, to Ghilotti Bros., Inc. (GBI) of San Rafael, CA in the amount of $1,523,959. The North Arlington Boulevard road rehabilitation project (NAR-EMR) was added to the contract for a total construction amount of $1,625,031.68. The project was completed on May 9, 2017 in accordance with the plans and specifications.

 

By adopting the attached Resolution, the City Council will accept the work as complete and authorize the City Engineer to issue a Notice of Completion. This action will allow title to the work to transfer from the Contractor to the City. A warranty bond has been submitted to the City, which obligates the contractor to warranty the project for one year from acceptance.

 

FISCAL IMPACT

The final construction cost of the project was $1,625,031.68.
