Fiscal Resiliency Polices: Spending Cap & Facility Use Policy for Maple Hall Waivers and Spending Cap & Special Events Sponsorship (Discretionary Spending) are adopted policy items under the FY 2015-17 Council Priority Workplan, effective October 1, 2016. Although the City Council does not have a specific Workplan item related to sheltering animals, having a local nonprofit shelter can provide greater and more convenient services than the County Animal Control Services, thus the expenditure supports the public health, safety and welfare of the community.

BACKGROUND
On May 18, 2017, the City Manager's Office received a facility application from Community Services Recreation Division on behalf of Ms. Blythe Lucero, Founder and President of the Animal Refugee Response (ARR) requesting a fee waiver for the use of Maple Hall for their Annual Benefit Fundraising Dinner on Saturday, June 17, 2017.

Animal Refugee Response is a 501 (c)3 non-profit organization located on San Pablo Dam Road in San Pablo and is dedicated to animals in need. They are responsible for sheltering and caring for the community's homeless, injured and sick cats and dogs. Animal Refugee Response also shelters animals in immediate danger of being euthanized due to injury or illness and also pride themselves on being a no-kill shelter.

Animal Refugee Response actively and compassionately responds to animals in unfortunate and dire circumstance by taking responsible action with the underlying conviction that every life is a precious gift. ARR also provides ...
