FY 2015-17 Council Priority Workplan Compliance Statement
Neighborhood Improvements, Mobile Home Park Inspections and Enforcement are contained in the FY 2015-17 Council Priority Workplan, effective October 1, 2016. Providing assistance to residents affected by natural disaster/weather events is also consistent with the "Amenities/Quality of Life" Policy area and the Public Safety: Emergency Preparedness Activity Enhancements and EOC Operations" Policy area.

BACKGROUND
On February 28, 2017, a total of six mobile home units were red-tagged by the City's Code Enforcement Division staff, and issued a Notice of Owner to Abate Substandard Mobile Homes due to creek bank erosion along San Pablo Creek during a period of significant rainfall. The mobile homes are located at Kimball's Mobilehome Park, at 2451 Church Lane in San Pablo, which is privately-owned and operated by R & M Johansson and William Wolfe.

Since this preventative action by the City's Code Enforcement Division, the City of San Pablo continues to be in a public health and safety response mode to protect lives and property. Fortunately, no injuries have been reported to date but future forecasts of inclement weather may continue to pose a significant health and safety concern at this property.

City officials are working with the property owner to address the creek issues at the mobilehome park to enable removal of the red-tags from affected mobile home units. The property owner ...
