FY 2015-16 Council Priority Workplan Compliance Statement
Infrastructure - Capital Improvement Projects - PW 531 BNSF Site Clean Up and Development of Soccer Fields was an adopted policy item contained in the FY 2015-17 Adopted City Council Priority Workplan, effective October 1, 2016.

CEQA Compliance Statement
This update is not a project and is for informational purpose only, therefore does not require CEQA clearance. However, the original project (PW 531) was determined to not have a significant effect on the environment and had a Notice of Determination issued for a Negative Declaration pursuant to the provisions of CEQA. The Notice of Determination was filed with the County Clerk on March 20, 2013.

BACKGROUND
In 2003 the City of San Pablo acquired 1509 Rumrill Boulevard (the former BNSF Railroad site) to redevelop the parcel into a soccer field complex. The site is approximately 4.3 acres, and was subject to soil contamination due to waste disposal and storage of hazardous materials. The City was awarded the following grants to redevelop the site: $3 million in State Proposition 84 grant funding for the sports park development; $600,000 from the Environmental Protection Agency (EPA) for Brownfields clean-up; $425,000 in Measure WW funding from East Bay Regional Parks District for the project; and $125,000 from a CalRecycle grant for the turf. The City is also worked with the San Pablo Economic Development Corporation to fund the project through New Markets Tax Credits. In August of 2014 construction commenced and the Rumrill Sports Complex was opened in October of 2016.
