Creation of a Bicycle Pedestrian Master Plan/Feasibility Study is an adopted item in the Strategic Planning/Special Projects Policy Area in the FY 2015-17 Council Priority Workplan, effective October 1, 2016.

CEQA Compliance Statement
This is not a project as defined by the California Environmental Quality Act (CEQA) pursuant to Section 15378(b)(5) - organization or administrative activities of governments that will not result in direct or indirect physical changes in the environment are not a project. If the Plan itself or its implementation would result in physical changes to the environment, then those will be reviewed under CEQA at the appropriate time.

BACKGROUND
At its June 20, 2016 meeting, the City Council approved a Resolution that authorized the City Manager to execute a professional services agreement with Alta Planning + Design (the Consultant) to prepare a Citywide Bicycle and Pedestrian Master Plan (Plan).

There are two grant fund sources that will be used for the preparation of this Plan: $25,000 from the Contra Costa Transportation Authority (CCTA) and an allocation of $77,500 from the Metropolitan Transportation Commission (MTC). The monies from CCTA have been spent for the Consultant to collect data, prepare draft working papers that discuss existing conditions, hold Steering Committee meetings and one Public Workshop, and prepare for a second Public Workshop.
