BACKGROUND
North Arlington Boulevard is in close proximity to the Hayward fault with unstable soils and a steep slope. In November, while inspecting EBMUD pipe work within the City right of way, staff observed extensive cracking in the street. Staff has been proactive in monitoring the area and has noticed the cracks have gotten larger since they were first observed. It is not possible to determine the cause of damage at this time but given the seismic action in the area, earth movement is one of the possibilities.
Given the weather predictions for rain during December 2016 and January 2017, the City tasked Miller Pacific Engineering Group, the City’s on-call geotechnical consultant, to conduct a geotechnical investigation of the site. Miller Pacific had prepared a design for a similar job in San Anselmo with a pier and grade beam design. That project was constructed by Ghilotti Bros Inc, who is currently under contract with the City for resurfacing and related road work. Ghilotti Bros Inc. was awarded a contract for street work on 6/6/2016 for $1,523,959. There is a balance of $87,535 in project contingency (PAV-016) that can be applied towards the Ghilotti Bros. contract.
It was thought the City could issue a change order to Ghilotti Bros to rehabilitate North Arlington using the same design. Unfortunately, the results of the geotechnical analysis indicated a new design was needed.
The cost for geotechnical investigation, design, construction observation and testing by Miller Pacific Engineering is $16,500, increasing this on-call contract to $36,500. The cost for a larger grade beam and pier wall as well as road reconstruction by Ghilotti Bros., Inc. is $184,331. Adding a 10% contingency of $18,433 increases total authorized funding to $202,764. The proposed repair to North Arlington is similar in scope to the existing contract with Ghilotti Bros. with the addition of the beam and pier wall and is 11% of the existing contract. Thus it is reasonable and consistent with competitive bidding requirements to amend the existing contract for similar work that is less than 25% of the existing contract.
City staff will be managing and providing construction inspection for Ghilotti Bros Inc. work. Miller Pacific Engineering Group will be providing construction oversight as design engineers on an as-needed basis during the project.
FISCAL IMPACT
The $16,500 amendment to the Miller Pacific contract plus the new grade beam, pier wall and road reconstruction work for $202,764 by Ghilotti Bros., Inc., totals $219,264 in new needed funding. With an available balance of $87,535 in a previous Ghilotti Bros. pavement project (PAV-016), there is a funding shortfall of $131,729. Staff recommends $131,729 be appropriated from FY 2016/17 General Fund Designated Reserves (100-0000-0000) allocated for Hillside Stabilization and Geotech Studies/Improvements to the North Arlington Boulevard Rehabilitation Project (320-3200-43600-NAR-EMR).
