BACKGROUND
The San Pablo Police Department contracts with the City of Richmond for its computer aided dispatch (CAD) services and records management system (RMS) services. Each of these specialized services is essential and is a standard operational requirement for the Police Department.
The CAD system is the dispatch and communication system used by police officers to perform their basic patrol duties. This system tracks and records calls for service, response times, caller identification information and other fundamental data used to effectively dispatch police officers to crimes and calls for service. The annual service contract for this service is approximately $949,956.
The RMS service integrates information from the CAD system and allows police officers and police detectives to author and retain police reports, store and access crime data, conduct criminal statistical analysis and manage all criminal activity records. The annual service contract for this service is approximately $101,391.
This agreement with the City of Richmond is maintained through the West Contra Costa County consortium which manages and shares the services from the City of Richmond and New World System amongst the six West County police agencies: San Pablo, Richmond, Hercules, Pinole, El Cerrito, Kensington Community Services District. The consortium is in the process of reviewing the current contract and anticipates an updated agreement before the end of FY 2016/17.
Public Bidding Requirements
Under Section 3.16.110 B of the San Pablo Municipal Code, this contract is exempt from city bidding requirements because specialized services combined with equipment and products, in which the City acquires and installs equipment but must also retain specialized services for consulting on use, training, installing, maintaining and servicing the products.
Both the CAD and RMS systems and service provided by the City of Richmond are specialized services which are an integral part of the operation and functioning of the police department.
FISCAL IMPACT
Funding for this contract in the amount of $949,956 for CAD services and $101,391 for RMS services totaling $1,051,347 and is currently budgeted until the end of FY 2016/17; therefore, no additional appropriation needed.
