BACKGROUND

The San Pablo Police Department contracts with SST ShotSpotter for its gunfire location services. This system allows the San Pablo Police Department to obtain geo-location data of gunfire within the City of San Pablo’s coverage area. This information is critical for police officers and detectives when investigating shooting related criminal incidents, including homicides and other violent crime. The annual maintenance contract for this service is approximately $56,700.

 

The effective date of this Agreement is July 1, 2016 and shall continue until June 30, 2017 unless terminated pursuant to the contract. At the City's discretion, the City Manager is authorized to exercise up to four (4) additional one-year options subject to funding availability authorized by the City Council in the applicable fiscal year, but in no event shall the term be longer than five (5) years from the effective date.

 

Public Bidding Requirements

Under Section 3.16.110  of the San Pablo Municipal Code, this contract is exempt from city bidding requirements because (1) specialized services combined with equipment and products, in which the City acquires and installs equipment but must also retain specialized services for consulting on use, training, installing, maintaining and servicing the products (Section 3.16.110(B)); and (2) sole source contracts (Section 3.16.110(C)).

 

The ShotSpotter system and service provided by SST are specialized services which are an integral part of the operation and functioning of the Police Department and provided solely by SST.

 

FISCAL IMPACT

Funding for this contract and additional maintenance in the amount of $64,772 for ShotSpotter maintenance is currently budgeted until the end of FY 2016/17; therefore, no additional appropriation is needed.  The exercise of options in future years will be dependent on funding availability authorized by the City Council.
