BACKGROUND
The Public Works Maintenance Division staff has identified a need to replace the existing 2000 John Deere F680 Front Mower in order to maintain parks throughout the City. The existing equipment was purchased in 2000. At this point, it needs a new engine and requires constant repair. With 1,284 hours of use it has exceeded its useful life.
On June 1, 2016, Maintenance staff received four bids to replace the existing John Deere Mower. These bids are summarized in the below table.

Staff completed a cost analysis and determined the lowest responsive and responsible bidder was RDO Equipment at a cost of $8,608.33. Valley Truck and Tractor’s bid was unsigned and staff is recommending that it be non-responsive. RDO Equipment is a supplier of John Deere products. John Deere is a leading manufacturer with many models to select from and a diversity of commercial landscape equipment. Given the vendor’s experience and proposed manufacturer, staff is recommending the purchase of a John Deere Z930M from RDO Equipment. Additionally, staff further requests City Council’s approval to declare the Maintenance Division’s existing John Deere F680 Mower as surplus property and to authorize its disposal as it has exceeded the useful life expectancy.
FISCAL IMPACT
The bid amount is $8,609, with an additional fifteen percent contingency of $1,292, the total authorization amount would be $9,901. Funding in the amount of $9,901 is available from the approved City of San Pablo FY 2015/16 Street Maintenance Budget-Equipment (200-3110-46300).
