Recommendation
(1) Receive presentation; and
(2) Conduct the Public Hearing and receive public testimony; and
(3) Direct the City Manager via minute order to prepare and finalize Resolutions for adoption of the FY 2026-27 and FY 2027-28 Biennial (Two-Year) Operating Budget and Capital Improvement Program Budget at the June 15, 2026 City Council Meeting for Consent Calendar approval action; and
(4) Authorize the City Manager via minute order to pursue additional fiscal and revenue sources and operational efficiencies during FY 2026-27 and FY 2027-28 periods.

BACKGROUND
Pursuant to the requirements of San Pablo Municipal Code Sections 3.04.220, 3.04.240 and 3.04.250, this public hearing for the formal presentation of the Proposed FY 2026-27 & FY 2027-28 Biennial (Two-Year) Operating Budget and Capital Improvement Program (CIP) Budget at this June 1, 2026 City Council meeting has been duly noticed and posted. The City Manager presented the Preliminary Draft FY 2026-27 and FY 2027-28 Biennial Operating Budget and Capital Improvement Program (CIP) Budget to the Budget, Fiscal and Legislative Standing Committee on April 1, 2026. The City Council reviewed the Proposed FY 2026-27 & FY 2027-28 Biennial Budget at a Special Meeting on April 8, 2026, and directed the City Manager to prepare the Proposed Budget for this Public Hearing on June 1, 2026.
