COMPLIANCE STATEMENTS
Enhance and diversify homeless outreach services (i.e. C.O.R.E., other providers), and develop and implement city-wide illegal encampment strategy is a priority in the recently adopted City Council Priority Work Plan FY 2025-27, adopted April 7, 2025.

BACKGROUND
Homelessness continues to affect communities across the country, including Contra Costa County. Each year, the federally mandated Point-in-Time (PIT) Count provides a snapshot of the number and demographics of people experiencing homelessness.

The 2025 PIT Count found just over 2,100 people countywide experiencing homelessness-a significant decline compared to 2024. This reduction reflects progress made through new supportive housing projects, shelter expansion, and community partnerships. Despite these improvements, many residents still live without stable housing, and a disproportionate number face disabling health conditions or long-term barriers to housing.

November - Homelessness Awareness Month - is a time to highlight these challenges, build compassion, and encourage collaborative solutions. December 21 - Homeless Persons' Memorial Day - marks the first day of winter and the longest night of the year. Both are observed nationwide to honor those who have died while experiencing homelessness and to remind us of the urgency to act.
