While the sale of a retiring police canine is not specifically included in the current adopted FY 2023-25 City Council Priority Workplan, it is consistent with typical police practices.


BACKGROUND
Officer Shaun Swaleh was selected as a canine handler in January 2022, and was paired with canine "Trace." Officer Swaleh and Trace have worked as a team for three years, and have displayed unwavering dedication to keeping our community safe - assisting with various critical incidents and operations, safely apprehending dangerous and violent suspects, and successfully completing numerous searches for illegal contraband, narcotics, and dangerous substances within our community.

Officer Swaleh was recently selected as an investigations detective, and will begin this assignment in December 2024. Trace and Officer Swaleh have fostered a strong bond during their tenure as a canine officer team. Any attempt to reassign or retrain Trace for a new handler could present challenges, as there is no guarantee that retraining will be effective for a new handler to successfully bond with Trace. Therefore, after three years of distinguished service, it is recommended for Trace to be retired on December 1, 2024.

To reduce the likelihood of any possible liability to the City, it is recommended that canine Trace be sold to Officer Swaleh for the sum of One Dollar ($1.00), consistent with section 3.16.120 of the San Pablo Municipal Code.

FISCAL IMPACT
This action will result in new revenue of $1.00 to the City.
