FY 2025-2027 Council Priority Workplan Compliance Statements:
Build a Healthy Community: Priority 109 Develop Public Facilities for Active Living (Parks, Open Space, Sidewalks, Trails, Bike Lanes, Etc.) is a major policy goal contained in the FY 2025-27 City Council Priority Workplan, effective April 7, 2025.
BACKGROUND
The City of San Pablo Street Lighting and Landscape Assessment District No. 1982-1 ("District") was formed in August of 1982 and subsequently received approval from approximately 2/3 of voters in the General Election held on November 5, 1996. Therefore, District assessments are exempt from the procedures and approval process set forth in Section 4 of Article XIII D of the State Constitution. The boundaries of the District are identical to the incorporated limits of the City of San Pablo.
On April 7, 2025, City Council adopted Resolution 2025-041 initiating annual proceedings to levy District assessments for Fiscal Year (FY) 2025-26 and directing preparation and filing of the required annual Engineers Report pursuant to the Landscaping and Lighting Act of 1972 (Streets & Highways Code Section 22500) (the "Act"). Staff is now recommending City Council adopt the attached resolution to preliminarily approve the Engineer's Report, which describes the improvements, provides an estimate of the total cost of the improvements, contains a diagram of the District, and describes the annual assessments for FY...
